What does a person have to do, to get declined right off the bat? I'm also curious to know when the next old school event is, for free to players? There's none listed in the event section.

If someone was ever banned permanently, they are not welcome back. I don't let offensive people into the clan either.
Under normal circumstance there's a ton of events. Since I been the only one around, (for a month, or so) I haven't bothered making any.
I'll tell you what. Why don't we fish together, and call it a event?
